Improve Search feature for Best Practices

Currently, when searching Best Practices, only the title is searched, and matches are only made on exact phrases.

Specific Best Practices would be much easier to find if the search would match on the entire BP's contents, including (Description, Examples. Recommendations, Standards, and Tests). Alternately, meta tags could be added to each BP to represent common terms, like "tooltip", "carousel", or "high contrast".
